Created this PR to fix CI

Changes:

  • Added LD_library link in the github action for build & test <- main fix that was needed to allow libdeep_conversions to link correctly for tests to run in CI
  • Added Cuda checks for TensorRT and GPU backend tests (might not be entirely necessary)
  • Added more robust checking for starting and stopping nodes in deep_test (this was causing issues locally)
