Update mlflow

What changes are you trying to make? (e.g. Adding or removing code, refactoring existing code, adding reports)

• A breaking change in MLFlow version, from v.2 to v.3, required updating a few files.
• The package hyperopt was not included in the uv file.
• Currently, MLFlow does not fully support uv for uploading models. We use local storage instead of MLFlow.
