WEBCMS-170
EPA has a custom filter to winnow links to only those that belong to the web areas a user belongs to. However, this custom filter is prone to breaking (see #1627 and #1631). Currently, the custom filter does not work reliably, if at all (issue is present on production). The default filter (all content) works just fine.
