Make cons, equip, and hrh switch suspend/resume compatible

In order to address issue in PR #1668, this PR ensures that HealthSystem parameter change are handled in a suspend/resume-compatible fashion.

In doing so, this PR removes several of the parameter options for the HealthSystemChangeParameters class, namely:

• mode + capabilities coeff: this is already handled by a different type of events
• ignore_priority + beds availability: so far never explicitly used, and therefore not properly defined (e.g. years in which these changes should happen not currently declared as HS parameters). Suggest removing these in order to force users to define these changes properly when introduced.

@tamuri once you are happy with this I can add this fix to the suspend/resume test and check whether it fixes it
