Worked on the policy engine. Now runs the test vectors (policy_test/metadata-policy-test-vectors-2025-02-13.json) produced by Vladimir without a hitch.
Trust mark issuers and trust mark owners were wrongly placed in metadata. Now placed in the entity configuration. Claim name 'id' replaced by 'trust_mark_id'.
