Optimize Input Devices

Added the registry value "MessageNumberLimit", which automatically sets to "1". Setting it to more than one is unnecessary.

Pretty rudimentary but quick and gets the job done in the press of a button.
Simply run the application and it will do three quick tweaks for latency optimization.
