readded phrecia ascendancies from 3.26 event and aplied patchnotes from 27.jan.2026

Fixes #9427 .

Description of the problem being solved:

Phrecia Event is around the corner (again). i replaced the default ascendancies from 3.27 tree with the ascendancies from 3.26_alternate.
Bloodline ascendancies are preserved.
Patchnotes from 27. Januar are already applied.

Steps taken to verify a working solution:

Open PathOfBuilding
switch tree to 3.27 (Phrecia)
Use new temporary ascendancies

Will be the Tree Name Like the old Patern 3_27_alternate be better

would be in line with the old versions, true. i could find anything in the code that prohibits naming it anything else. Phrecia was more descriptive for me

Thanks for trying your hand at getting the phrecia tree working but this PR has been superseded by #9437 that fixes the positions of the nodes and uses the existing naming convention.
