I'm not sure why appveyor's builds can't import pairing.utils. I've had this problem with another project I'm working on, do you have any ideas?

Not sure, and travis seems to do just fine. I can import both the module and that specific function locally. My first guess would be whether or not there's an __init__.py file there, but there already is.
