Afterwards we can try to build openvox rpms for SLES 16

@bastelfreak adapted the commit to fix it - but I'm unsure how to really do this. lets try it...

@sbernhard the issue is already in puppet-runtime (which is consumed by openvox). We merged OpenVoxProject/puppet-runtime#95, but github fails to build it. It runs bundle exec build agent-runtime-main sles-16-x86_64 --engine docker and the Ruby 3.2.9 compilation fails with:

checking whether dtrace USDT is available... no
configure: error: --enable-dtrace, however, USDT is not available
make: *** [Makefile:349: ruby-3.2-configure] Error 1
