Prepare v0.0.7 release notes and release docs

Summary

• Prepare the v0.0.7 release notes and add the corresponding changelog entry.
• Add release documentation for notes and asset inventory under docs/releases/.
• Include the UI and server changes already merged into the release branch, including the custom theme flow, command palette updates, preview behavior fixes, and PR review cleanup.
• Update prepare scripts and TypeScript config to keep the Effect language service patch working across packages.
