chore(vcpkg): bump time-shield-cpp to v1.0.5

Motivation

• The vcpkg overlay port should track the new v1.0.5 release of time-shield-cpp so consumers can obtain the latest changes.
• The source archive checksum must be refreshed when the tracked REF is updated to ensure vcpkg fetches and verifies the correct release artifact.

Description

• Updated vcpkg-overlay/ports/time-shield-cpp/portfile.cmake to set REF v1.0.5 and replace the SHA512 with the new release archive hash.
• No other port configuration or build options were changed, keeping -DTIME_SHIELD_CPP_BUILD_EXAMPLES=OFF and -DTIME_SHIELD_CPP_BUILD_TESTS=OFF as before.
• The change was committed with the message chore(vcpkg): bump time-shield-cpp to v1.0.5.
