v1.0.0 - Monthly backups

This release highlights the database backup tooling as it is deployed using cloudformation with the Batch service.

The backup is generated, cleaned of identifying information, and then posted to an AWS S3 bucket, both with the dated version, and latest. This allows users to always access the most recent version of the database with latest and the actual dated version with the upload date.
