Fixes some bugs so that a user is added to all intended groups, so that you don't have to delete registration requests. If a request exists, the request is accepted and a password is sent immediately. If not, the user is added and whenever they register they get their password sent to them by mail.
There is an unfortunate side-effect of a user able to make a user not being informed of this. I sent emails to everyone who I added who didn't have a user. This is inefficient, and a cleaner solution is desperately needed, though I think we can do that for the new website.
