It's been a month - any reason why we can't commit?

This documentation has been wrong for at least 2 years and even is being regurgitated incorrectly by bard when searching 'role required to add alias exchange.' It is also being referenced in Microsoft community as a legit answer, and additionally even Google search summary references it incorrectly. It's not correct and somewhat dangerous to keep perpetuating.
