chore: disable uploading translations

Description

We already did some initial translations which got uploaded to crowdin. We are not disabling uploading translations and leaving crowdin as the source of truth. We should never directly translate strings anymore.

Adjusts the Crowdin CI workflow to stop pushing translations from the repo while still syncing down from Crowdin.

• Sets upload_translations: false in .github/workflows/crowdin.yml; download_translations remains enabled
• Change is isolated to CI workflow; no application code modified
