Add SternaMWS and EPSMWS to opsinputs

This is a PR to allow the creation of varobs files using the opsinputs filters VarObs Writer and Varcx Writer for two new obsgroups, SternaMWS and EPSMWS Both are conventional MW sounders. As such there are no new varfields aor cx fields required. It is just small updates to allow the filters to recognise these new datasets

I have set these upto have the following obsgroups

• 70 SternaMWS
• 71 EPSMWS

Tests

i have created a new ctest for varobs writing for SternaMWS.

i have also taken the code updates here and sucessfully built mo-bundle on EX machine
output here

We have SternaMWS data in the building and so i ran a version of sith with these new data and successfully wrote Varobs/Varcx files output here

Viewing the new varobs file

I have used the varpy functionality uvea to interogate the varobs file. The records are as expecteed. E.g. here is the satellite viewing angle field 31

i think i will add these namelists once we have actual data - in case something changes.
