This adds support for periodic effects (only SINE waveform is supported) without envelope support.
If the firmware supports setting envelope I couldn't find it.
As for the other waveforms, although I could find how to set them up, the official windows driver doesn't appear to play them. I didn't test what happens if I try to ask the firmware to play them.
This also adds a whole bunch of sysfs attributes that as far as I can see allows us to set all the same settings as seen on simpro 2 for the wheelbase only (not other peripherals connected to the wheelbase).
