This is technically not ideal or recommended, but I had a heck of a time trying to get it working with the other suggestions in https://pptr.dev/troubleshooting.

🛠 Summary of changes
To make it easier for people working on this, this moves the CI from CircleCI to GitHub Actions. Similar to work done in GSA-TTS/identity-handbook#676.
