Install and code fixes

Hey guys,

Here is the fixed aria-utils that installs and works well on python 3.10 and 3.11.

Please merge because your current version does not install or work properly.

Make sure to advise users to update setuptools and build prior to install:

!pip install --upgrade pip setuptools wheel build

Then you should be able to install and use aria-utils as indicated before:

!pip install git+https://github.com/EleutherAI/aria-utils.git
