Recovered the changelog

The CHANGELOG.md file was recovered based on the available commit history.

Ok, added similar link to the release notes for the maintained versions, like this:

See the [CHANGELOG](https://github.com/CosmWasm/wasmvm/blob/main/CHANGELOG.md) for details on the changes in this version.

For these releases the link points to the same changelog file on the main branch, this file contains details for all versions. It's done this way to avoid backporting the same changelog file and updating all release branches and moving the release tags.
This link will point to the right file after merging this PR.

For now, we need to skip the failing libwasmvm_audit check. This should be ok after upgrading wasmer.
