This PR introduces helper functions and small amendments to help the overall project structure. It makes no changes to the substantive re-coding. Changes include:
R/helpers.Rwhich includes utility functions used across other scripts.R/00-load-raw-data.RsourcesR/helpers.R.build-core-dataset.Rthat appends the -5 label ["Data not available"] to labelled variables.R/00-load-raw-datanow loadstidyversedirectly./R(01-06) now begins with a note explaining how it can be run in isolation if needed.
