We will use very similar logic to drive our controllers based on cosmos plus change feeds. We will start with just being able to do repeated lists.

Making a fake lister/watcher with fake runtime.Object and kube metadataaccessor is ugly, but it might be slightly prettier than this. I'll try it

The alternative presented in #3955 is better. It keeps our maintenance smaller.
