E2E infra fix: duplicate deployment name for frontdoor grafana role

What

azure deployments started in regional scopes into the global scope need to make sure to have unique names so two individual regional deployments (e.g. infra setup during e2e, ev2 rollouts two multiple regions of a sector) don't interfere with each other.

The deployment with resource id '/subscriptions/xyz/resourceGroups/global/providers/Microsoft.Resources/deployments/grafana-frontdoor-role'
cannot be saved, because this would overwrite an existing deployment which is still active.
