Unborked scouring hints

• Fixed an issue where the hint score would sometimes be disregarded during scouring hint creation (I think it was disregarding it a lot of the time? needs more testing)
• Fixed an issue where lots of regions didn't get recognized as actually having things worth hinting, leading to far fewer potential scouring hints than there could have been (basically it wasn't tracking the locations that contained the hinted items properly)
• Fixed some invalid custom cb assignments in Aztec
