Updating the pyfpds code to allow optimization of memory usage (mostly).

This is a list of what has been done here:

• Further "functioned" out the process to limit variable scope
• Fixed SSL and print errors existing on master branch of upstream project
• Adding a contract count paging mechanism to limit size of return data object
• Eliminated class level writable variables to allow for concurrency
• Some link changes to the Discovery project (which uses the library)
• Setting a modified date that should be present on every contract
• Restricting the range of contract results in the code because the API is not fetching just the date ranges we ask for (returns ancient contracts as well)
• Updating major version
