What this PR does / why we need it:
When using Vault as the credential store for Hyperledger Fabric components, the TTL (Time-To-Live) parameters specified in the configuration were not being passed to Vault's PKI backend during certificate generation. This resulted in certificates being issued with Vault's default TTL (typically 90 days) instead of the user-specified duration.
