Description
This PR adds modal which allows to delete the draft. Modal is displayed after clicking on the trash icon, when the form has not yet been sent.
Task with updating action list is not ready yet, so there are no Edit and Delete buttons on the actions list page:
The only way to delete a draft is to click the trash icon on the Incorporation page.
