Add checkbox on PR template to add to reading guide #271
Description
The reading guide is intended to help users orient to the knowledge base, and whenever a new document is added, it should also be added to the reading guide.
Adding a checkbox on the PR template gives committers an opportunity to verify that this is done when finalizing a new doc.
