A (mostly) working vc-pijul #1

I forked your vc-darcs repo to create vc-pijul. At about the same time, another vc-pijul appeared. We’re going to work to unify them shortly. But thought you might be interested to see that this project finally happened.
It would probably also be good to have a GitHub mirror. It’s helpful with MELPA (until we get Pijul supported there), Nix flakes, etc.) If you would like to turn this repo into that (perhaps using https://github.com/imachug/PijulGit), I definitely wouldn’t mind. However, you might want to wait until we get the Nest versions unified.
