Windows Proj Error #6
Description
Using the GUI on windows, when people try to run ST_Transform(), the interface throws this error:
SQL error: ST_Transform exception - PROJ reports "proj_create: no database context specified."
It seems to be related to the GUI not being able to find the PROJ library database. Moving the GUI closer to the spatialite .exe files fixed it once, but later it threw the error again, so I'm not sure what the real problem or fix is. If we rewrite this for QGIS, this issue will not matter.
