HELP is not spontaneous 100/600

Response to a HELP command should be 600 series.
It is presently 100 series (historical). That needs to change.

The response has been changed for both C (Unix/Linux/POSIX) and Rexx+Pipelines (VM/CMS).
This issue will remain open until deployment and testing.
