I had a similar issue, and the problem turned out to be Vivaldi’s tracker-blocking feature, which by default uses DuckDuckGo's Tracker Radar list.
DuckDuckGo's list blocks WebSocket connections to Bing platforms.

To fix this, I created my own .txt file with the following rule:

@@||speech.platform.bing.com^$websocket

Then, I added it to my list of custom rule sources.
