Implement the ability to ban users

Client is not able to ban users, only kick.

Went to try and find docs on the HL ban options, but all I could find was that the Ban options are optional in the Disconnect User (110) transaction. They don't actually document how those ban options should be passed... other than its field 113 and is 2 bytes worth of data...

Any chance you have better docs than I do, and know how these options should be passed?

NM found it in the mobius source code.

	// If FieldOptions is set, then the client IP is banned in addition to disconnected.
	// 00 01 = temporary ban
