Set up GitHub Container Registry

It'd be nice to have a path we could point to for running Klaxon (the app, not all the parts) as a Docker image. Alternatively could use the Docker registry, but it's a bit more tedious. (Though that may already exist? Dunno if we actively want to maintain that further.)
