Question on Thanos compact "Level"

We have our thanos compact bucket web view like this. The blocks are on different compaction levels. Some of them are on Level 4, some at 5, and others are on Level 6. My question is:

• How this "Level" is calculated. The duration is 14 days for all blocks even though it is at different levels.
• Is there a way to bring all blocks to the same "Level"
• What is the impact on querying if the Levels are different.
