Is TestIngest PG_VERSION Class Variable required?

@renato2099 we introduced https://github.com/tagbase/tagbase-server/blob/main/tagbase_server/tagbase_server/test/test_ingest.py#L11 in #188

PG_VERSION = "postgres:9.5"

Is this required? If not then we can cleanup.
