Create metadata for Landsat 8 Level 1

Hello!
I would like to create a stac item for a Landsat scene like LC08_L1TP_189027_20230303_20230316_02_T1.
From the examples provided, a first test I did with the data and the discription in https://github.com/stactools-packages/landsat/blob/main/src/stactools/landsat/commands.py#L68 it looks like, I can only produce items for Landsat 8 Level 2.
Is there an option to use Landsat 8 Level 1 data?
