repost mutes dont apply most of the time

i'm not sure if this is like a rate limit thing but i repost muted a few accounts and when i went to a new tab and checked in settings which ones were muted more than half of the accounts i muted weren't in the list, and when i refreshed their pages they weren't repost muted anymore
