[Postcard/TX2] Add support for LG290P v2.01 firmware

Firmware is located in this repo titled LG290P03AANR02A01S. This is Quectel's 'official' release with E6 HAS and B2b PPP capabilities.

Docs for updating the LG290P are here.

This issue is to correctly parse the new version structure and make sure HAS configuration continues to work. There are some new commands (ie, PQTMCFGPPS2) that are mentioned but a new interface protocol has not yet been released.

Thanks for sharing this much-anticipated Quectel firmware.
We'll see if there are any real improvements to the Galileo HAS fixes, and I see that several new commands have been added.

I hope these new commands won't require many firmware updates.
I'll be able to update and start testing next week.
I'll report back with the results.
