Create issues from software card

softcard uses issues for person with only reviewer rights ant´d they can only create issues. With issue comment we can trigger pipelines in gitlab. In github a developer needs to take action.
We want to create an issue after curation to:
-  put it back on gitlab/github
- can have further discussion in issue
