I just checked this link, and after logging in with a Microsoft account, it redirects to a a page where "backbone.pth" can be downloaded.

Could you please make sure that you're logged into your Microsoft account? Also, you might want to try using a VPN to download the checkpoint, as access may be restricted in some regions.
