Create Motor Device For Quantum Efficiency GUI

The Quantum Efficiency GUI lases the cathode at different positions in order to test quantum efficiency, i.e. how good is it at producing electrons? Need to create a way to scan over different motor positions. I will probably do this in a different fork until we decide the scope of Slicops.
