Trial .NET 8 for new application

.NET 8 will be officially launched in November 2023.

It is an LTS (Long Term Support) version, replacing .NET6, which become out of support in November 2024. Eventually we should look to migrate existing .NET 6 applications to .NET 8, but initially we should trial for new applications written in .NET
