Need help setting up MatchZy

I use MatchZy without the Get5 panel. I have a couple of questions.

1. How can regular players without administrator rights pick and ban maps?
2. Is it possible to select a captain, who will then pick players? (So that players don't choose their own team) as in PugSetup CS:GO.

I can't create a config folder in
/game/csgo/addons/counterstrikesharp/configs

1. They cant unless you set up a match with json config and load it. Then captains can veto map.
2. Captain is specified in config file and doesnt pick players by himself.

I do not have these configuration files and are not generated when the server starts. Why ?

These are not json files.
Matchzy uses cfg files in csgo/cfg/matchzy/ folder.
