A python package template for Sensein projects

I'm excited to kick off this discussion by sharing the Sensein Python package template (a streamlined and opinionated starting point to simplify and optimize our package development process across projects).

Highlights include:

• 🪪 Apache 2.0 as the default license (but easy to change).
• 🖱️ Integrated click as the standard CLI library.
• 🤖 GitHub automation for changelog generation, automated releases, and PyPI publishing.
