Make job running in job fetcher more abstract

Currently, jobfetcher directly interacts with docker. Add an abstraction layer to allow for other methods to run a job (e.g. SLURM).
Also add abstraction that the fetcher could in principle handle multiple jobs and clean them up once they finish.
