ECONNREFUSED 172.17.0.2:4444 on running the tests second time #4

Hi
I am getting ECONNREFUSED 172.17.0.2:4444 when I run the docker-compose up a second time.
The tests execute perfectly fine if I delete the images and run docker-compose up for the first time. I do docker-compose-down for stopping the containers.
Any idea what would be causing that? I am running it on mac Catalina
