Release pesign 115

- Fix bad free of cms data (DoS only)
- CI: be slow, for rawhide
- -fcf-protection is arch-specific
- Handle NULL pwdata in cms_set_pw_data()
- macros: drop %{_pesign_args}
- Fix format strings for 32-bit arches
- Revert "Move license to GPLv3+"
