Add a non-streaming shim to `WriteTable`

The new WriteTable redap endpoint has a streaming request. This is not supported by grpc-web and thus cannot be used from the viewer. If/when we need to use it, we will have to introduce a less efficient, non-streaming variant. ClientConnection's wrapper will need to do the right thing based on the target.
