Sorry, -1 actually means infinite, but it's not handled properly for storage quota. For now, you can run the following SQL against the postgres database to adjust your storage quota:

update refly.storage_usage_meters set file_count_quota = 10000;

I'll fix the storage quota problem soon and let you know when the problem gets settled.
